The two line handstamp, "Wereld Jamboree Bloemendaal - Vogelenzang", was a prepared Office Mark intended for use on money orders.  This cover received the marking identifying the letter as Official Mail, not subject to franking.  PTT (Post Office, Telephone & Telegraph) corner cover.
