This 1962 issue commemorated the 3rd Asian Jamboree.  In addition to the postage stamp, the design was used on maximum card, souvenir folders, and an announcement card.  The stamp was also overprinted in limited quantities with "Mihon."

This individual stamp looks like the major color ochre is missing.  A normal stamp is on the left side for comparison.
